An MPA is a multi-year roadmap that brings together public and private partners to align policies, programs, and services that support healthy aging across communities.

As we close out 2025, we’re excited to bring you this year’s #MPAWrapped, spotlighting the biggest milestones and momentum shaping Multisector Plans for Aging nationwide. This snapshot highlights the growing reach of MPAs and the meaningful impact they’re having for older adults and communities across the country.

43% of Americans now live in a state with an MPA. This progress is significant, given 66% of Americans reported that they did not believe the U.S. is ready to handle its aging population.
What else made the top hits list?
• 12 states now have MPAs—all are prioritizing mental and behavioral health in their ten-year plans
• 22 states are taking steps toward developing an MPA

Federal Action: Strategic Plan on Aging Act Reintroduced
On December 5, 2025, U.S. Senator Kirsten Gillibrand (D-NY), ranking member of the U.S. Senate Aging Committee, along with U.S. Senators Angela Alsobrooks (D-MD) and Andy Kim (D-NJ), reintroduced the Strategic Plan for Aging Act (S.3827), landmark legislation and a bipartisan effort to expand support for statewide planning around aging. The bill would establish a coordinated, cross-sector framework to help jurisdictions build and implement ten-year strategic plans that improve the health, well-being, and quality of life of older adults.
The Strategic Plan for Aging Act would create a new, nationwide grant program under the Older Americans Act to incentivize and support states, territories, and tribes in creating or implementing their own Master Plans for Aging (Multisector Plans for Aging and Aging with a Disability). These grants would enable jurisdictions to develop and carry out comprehensive, cross-sector strategies that strengthen services and supports for older adults and people with disabilities in their communities.
Enhancing HIV Inclusion in Multisector Plans on Aging Toolkit
SAGE has released a new toolkit designed to help states meaningfully include people living with HIV in their Multisector Plans for Aging. As more jurisdictions develop or refine their MPAs, this resource provides essential guidance to ensure that the needs and experiences of people aging with HIV are fully reflected across health, housing, long-term care, and supportive services.
The Enhancing HIV Inclusion in Multisector Plans on Aging toolkit offers HIV-specific strategies, key considerations, and practical recommendations to help planners and policymakers integrate the needs of people aging with HIV directly into their Multisector Plans for Aging. As the number of older adults living with HIV continues to grow, this resource arrives at a critical moment—providing guidance to ensure HIV-related services, supports, and lived experiences are fully reflected in MPA frameworks and that no community is left behind.
